Data collection arrangements
This application is made in order to provide a clear and transparent legal gateway to repurpose data for research which has already been collected and held for non-research purposes. The Healthcare Quality Improvement Partnership commissions a range of medical royal colleges, universities and other organisations to run national clinical audits and outcome review programmes on behalf of NHS England and Devolved Nations. Data is collected and anonymised by these organisations as part of delivering these projects and can then be shared for wider non-research uses such as service improvement and audit, via a data sharing agreement following careful scrutiny and approval by HQIP's Data Access Request Group.
This approval allows those secondary uses to be widened to research purposes.
There is no creation of a new actual database; this is an application to support existing anonymised data in a range of HQIP-controlled locations, to be made available for research.Research programme
HQIP's Data Access Request Group receives around 70 applications per annum, a significant subset of which will be requests for anonymised data for research purposes, which would be the ones in scope of this approval. Applications are accepted from any organisation able to illustrate public benefit in relation to health and who can meet the stringent security and the 'five safes' requirements. These requirements include ensuring researchers understand their data protection responsibilities, that the project proposed is ethical, legal and appropriate, that confidentiality is protected and that there are no risks in the outputs from the data being disclosed. These applications can come from researchers in any area of healthcare or from organisations investigating the health impacts of other areas of activity such as education.
