    The OneLondon SDE Programme seeks to establish a database containing personal data from health and care providers in the London region registered with CQC and NHS England (via DARS). The data that will be received will contain patient identifiable information from service users registered or who have used health and social care services from the integrated care organisations across the five ICSs in London. Data will be received on a regular basis, and it will be transferred into the SDE environment through a secure method. The data sharing will be governed by the OneLondon Data Sharing Framework and be subject to Data Sharing and Processing Agreements (where appropriate). To receive data from NHS England via DARS, the general Data Sharing Framework Contract and the specific Data Sharing Agreement will be signed.
    Patient identifiable data will only be made available, under strict access controls, to clinicians and health and care professionals that have a legitimate relationship with the patient for use in the individual treatment and care of the patient. Within the SDE, the received data will be pseudonymised and stored in a separate database. In that separate database, only de-identified data will be made accessible to approved researchers under strict access control measures for their research purposes.

  • Research programme

    Research in the health and social care field is supported by the de-identified database. These are any projects that attempt to derive generalisable or transferable new knowledge to answer or refine relevant questions with scientifically sound methods, in accordance with the law and the United Kingdom (“UK”) Policy Framework for Health and Social Care Research. Approved researchers who are applying to access de-identified data will have to prove that they are either employed or sponsored by a data controller who is a signatory of the OneLondon Data Sharing Framework. The applications including a Data Access Request Form, will have to be reviewed by the governing bodies of the Framework and approved by the relevant ICS-level Data Access Committees. Only when approval is granted can approved researchers access a sub-set of data that is relevant to their project as specified in their Data Access Request Form.
