    Making Safeguarding Personal (MSP) is a sector-led improvement programme, led by the Local Government Association and Association of Directors of Adult Social Services. It aims to support a change in emphasis in safeguarding adults (protecting adults with care and support needs from abuse or neglect) - from one that focusses on a process, to one that commits to improving people’s outcomes as a result of safeguarding.
    The project has grown over time, and this year (2014-15) will involve almost all of the 152 local authorities in England. The key focus is on developing a real understanding of what people wish to achieve, agreeing, negotiating and recording their desired outcomes, working out with them (and their representatives or advocates if they lack decision making capacity) how best those outcomes might be realised and then seeing, at the end, the extent to which those desired outcomes have been realised.
    This research project aims to find out what the impact of undertaking the Making Safeguarding Personal (MSP) approach (embedded in the Care Act (draft) guidance) has been on:
    • measuring and improving outcomes for people being supported by safeguarding services
    • professionals developing approaches to enable people to identify and improve outcomes, to reach resolution and/or recovery
    • The organisational changes required, including systems, policies, procedures, culture, resources, implementation of the MCA, commissioning of advocacy etc to embed an MSP approach.
    We will do this using a mixed methods approach. The findings of the evaluation will be made publically available in summer 2015.
