Research summary
Councils are developing different support arrangements for older people with moderate care needs. This provides an opportunity to learn about what works, for whom, under what circumstances and why. This study will provide independent evidence for government and councils about (i) the circumstances of older people with moderate care needs and their carers, (ii) the support they receive (iii) the consequences for their wellbeing of different support and (iv) the implications of different care arrangements for costs and value for money of the care system.
Fifteen English councils will be identified and grouped based on their spending and services provided. In these sites, interviews with staff, care providers, older people and carers will take place. This to gain a better understanding of the local system and support that is being provided. Older people and their carers will be surveyed about their needs and support received when they first contact one of the 15 councils, and again after six months. With their permission, we will track their use of health and social care services to understand the longer-term effects of support.
The research is a 48-month project, funded by the National Institute for Health Research (NIHR) and led by the London School of Economics and Political Science (LSE) and King's College London (KCL). The study involves a pilot stage to make sure the research can answer the questions it is designed to answer. After the pilot, the funder, advised by the study advisory group, will decide whether the study should continue. Ipsos MORI have been contracted by LSE to carry out some of the fieldwork and data collection for this study. This application concerns the survey element of the study being carried out by Ipsos MORI, including cognitive testing and piloting of the survey.
