    The Integrated Personal Commissioning (IPC) programme began in April 2015 and is being piloted in nine sites.

    The project will be undertaken in collaboration between two DH-funded policy research units – the Policy Innovation Research Unit (PIRU) and the Economics of Social and Healthcare Research Unit (ESHCRU). Together, they will undertake an early evaluation of the nine IPC pilots, and also provide some advice and recommendations on feasible research questions and methods for a longer-term outcome evaluation of IPC.

    The study will focus on:
    1. The implementation of the key mechanism of change
    2. The key challenges and adaption required
    3. The key outputs (i.e. the number and types of people being offered a personalised care plan and a budget, the support being purchased market development)
    4. Potential impact (i.e. what is the contribution of having a budget
    to 'personalisation
    5. What the longer-term evaluation should feasibly comprise given the progress made by pilot sites, and their ability to collect data routinely and validly on those aspects of IPC activity relevant to a robust evaluation without excessive burden.
