    The main aim of this study is for the Health and Social Care Information Centre (HSCIC) to pilot a set of questions that could potentially inform a new national Vulnerable Adult Outcome Measure in safeguarding for use by councils with Adult Social Services Responsibilities (CASSRs).

    This proposal outlines work to pilot this new outcome measure (set of seven questions) in around 40 councils with a view to rolling it out in England. The survey is designed to be answered by an adult at risk for whom a safeguarding investigation has been concluded. If the adult at risk lacks capacity to take part in the survey, a friend, relative, carer or IMCA can do so.

    The survey questions in the outcome measure and the guidance for staff have already been reviewed and amended after cognitive testing in three councils.

    The piloting of this measure will involve assessing the feasibility of the study relation to:-
    • sampling
    • survey data (and demographic information)
    • best practice in administering the data
    • impact assessment

    Firstly we will assess if we can collect a representative sample across the 40 councils in relation to safeguarding cases and geographically. We will calculate how many people councils will have to approach to obtain samples if the study were to be rolled out nationally. Secondly we will analyse the responses to the seven survey questions. Thirdly, we will be collecting data to help develop the survey. Finally we will ask councils to complete an impact assessment form. This will be used as the basis for a Department of Health New Burdens Assessment which will calculate if it is feasible economically to roll this measure out as a new survey nationally.
