    This study is being conducted by Ipsos MORI who have been commissioned by the Care Quality Commission (CQC) to conduct the 2019 NHS Adult Inpatient Pilot Survey. The Inpatient Survey is the most established survey within the NHS Patient Survey Programme (NPSP). The NPSP was initiated in 2002 by the then Department of Health, and is now overseen by the Care Quality Commission (CQC), the independent regulator of health and social care in England. The NPSP aims to collect valuable information on patient’s experience of healthcare systems and inform future planning. CQC have commissioned Ipsos MORI to manage and coordinate surveys within the NPSP under the title of the Survey Coordination Centre for mixed survey methods.

    To date the inpatient survey has been conducted using a postal approach but with the increase in use and accessibility of online surveys and falling response rates for traditional survey methods, the CQC are keen to investigate the potential of moving the NPSP to a mixed method approach, combining a postal approach with an online survey. The pilot study will test the effectiveness of the following interventions:

    - Administering the questionnaire online (instead of a postal survey).
    - Sending SMS reminders

    The pilot study will also include a control sample(to compare the effectiveness of the pilot) as due to the difference in fieldwork timings it will not be possible to use the 2019 mainstage fieldwork as a control.

    The pilot differs to the main survey as it will collect mobile phone numbers for contact and the postcode information will be used for the analysis (e.g. as a deprivation indicator).
