Research summary
The Community Sentence Treatment Requirements (CSTR) programme aims to reduce re-offending and short-term custodial sentences by addressing the health and social care issues of the offender. Community sentences are issued by courts where the offender has consented to complete treatment for mental health problems, drug and/or alcohol misuse problems. There are three types of CSTR: 1. Mental health treatment requirements (MHTR); 2. Drug rehabilitation requirements (DRR); and 3. Alcohol treatment requirements (ATR).
This project will assess the use of mental health interventions as part of Community Orders where an individual’s sentence includes a MHTR in Bedfordshire, Cambridgeshire, Essex, Hertfordshire, Northamptonshire and Staffordshire. This includes individuals who are sentenced to an MHTR alongside a DRR or ATR. The project has been funded by each separate CSTR partnership board with each agreeing to align data collection and analysis timepoints to reduce overall project cost and enable comparative learning.
The project will involve secondary analysis on anonymised data relating to individuals collected routinely as part of service delivery. In addition to the data outlined above, wider anonymised data relating to re-offending and health will be assessed that could demonstrate the impacts and value of the CSTRs.
Semi-structured interviews with professionals working across the CSTR pathways will also be completed in each locality to explore facilitators and barriers impacting service delivery as well as identify good practice. The project will also involve semi-structured interviews with individuals who receive mental health interventions to understand their experiences to inform practice.REC name
