    Background\nIt is likely that the COVID-19 pandemic will be responsible for increased needs for mental health services. However, it also provides an opportunity to rethink conventional approaches to mental health services planning to meet these needs for underserved population.\nThis study aims to establish agreement between participants, professionals and commissioners on acceptable and effective services, and minimum provision in a post pandemic future or future shocks as well as preference for mode of delivery and its impact on inequalities and efficiency. \n\nMethods \nTwo-round regional online Delphi surveys will be undertaken to seek consensus on acceptable and effective organisation and delivery of care, and essential services whilst keeping risk of harmful infection low in a post pandemic future. Purposive sampling will be used to recruit an expert panel comprising adults (over 18) with mental health conditions, their families or carers, professionals and commissioners from North East and North Cumbria (NENC). Each survey will take 20 minutes to complete. Links to the survey will be sent via email. The Participants will be asked to rate the importance of each recommendation on a 9-point scale from “Not at all important“ to “Very important“.\n\nOutcomes\nA formal report will be widely shared with all stakeholder groups. Research findings will be disseminated via websites, at scientific conferences and in peer-reviewed journals. Emerging findings and learning captured will also be shared with underserved communities, GPs, and commissioners across the region to guide the development of the region’s Deep End Network, improve services and reduce health inequalities.
